Associate Professor in the Department of Political Studies at the University of Santiago, Chile. PhD in Government and Public Administration from the Complutense University of Madrid–IUIOG. Director of the UNESCO Chair on Transparency and Access to Information.
In December 2020, he was appointed by the President of the Republic, with the prior agreement of the Senate, as a Council Member of the Council for Transparency, for a term ending on December 21, 2026.
